Abstract:
The dilemma faced by the United Nations Organization at the beginning of the 21st century lies in its inability to reconcile the structural realities of power politics in a unipolar world with the requirements of the international rule of law. The paper analyses the normative contradictions in the UN Charter that result from the antagonism between power and law and reviews the prospects for a fundamental reform of the United Nations Organization that would guarantee its survival under the radically different circumstances of the post-Cold War environment. In that regard, the paper emphasizes the need for a new paradigm of international organization that will do away with the idea of special privileges accorded to the great powers of 1945, and emphasizes the need for a better regional balance in the decision-making processes at the United Nations.

bro GENDY,...wtf?, am I somehow missing the point here ? _________________ a CITIZEN without POLITICAL KNOWLEDGE is a VIRTUAL CRIMINAL....when the POWER of LOVE overcomes the LOVE of POWER, the WORLD will know PEACE....I would rather be HATED for WHO I am than LOVED for WHAT I am not....LIVE FREE or DIE HARD!!!

a) The western block countries
b) The eastern block countries
?Their balance of terror was (nuclear weapon) was a measure of their power.
?The distribution of this power in each block centered around the united states, in the case of (a) countries and , for (b) countries centered around the soviet union-(USSR- united soviet socialist republic)
?Some of the countries in (a) included,
o USA, Canada, UK, Spain, Scandinavians, Portugal, Italy, W. Germany , etc
?In group (b) were
o East Germany, Hungary, Czechoslovakia, Poland, Bulgaria, Romania and soviet union
Application of power.
These power blocs were a direct result of the post world war outcome. Winston Churchill (UK) Franklin Roosevelt (U.S.A) and Joseph Stalin (Soviet Union) met in Yalta in Feb. 1945 to draw up a blueprint for post war Europe. This sealed the east/west divide- or did it??
Yalta was upheld until 1989 when eastern centre could not any longer hold ?in okonkwo?s word ??the centre cannot hold. Things fall apart? by chinua achebe.
It took president George Bush (U.S.A) and Mikhail Gorbvachev (Soviet Union), at Camp David (in U.S.A) on 1st June 1990 to sign the strategic Arms Limitation (SALT) thus sealing the end of ?cold war?
Whether Camp David SALT was the end of the east/west hostility, was only matter of time. Nonetheless, Gorbachev was rewarded with the Nobel Peace prize in OCT 1990.

a. 34 major armed conflict waged in 28 areas between 1993-1995
b. 30 of them fought in 1995 alone intra-states or internal
c. 15 New peace keeping missions stretched from Persian Gulf to east bloc.
The admission of Poland, Hungary and the Greek republic into the west military wing NATO on 7 July 1997 signals to the rekindling of the cold war over tone. TIME WILL TELL, especially given that the eastern bloc has been fully obliterated and the WARSAW pact; bringing the Atlantic alliance to 40.
UKRAIN special relations confirm Russia?s isolation. Baltic joining would certainly provoke Russia-Slovenia and Romania ?preferred by France, which is matter of time.
Peacekeeping and peace- making role could be NATO?s major future role.
This MADRID, NATO conference is historic landmark. (4- 6) July 1997)
